It helps to have the hot dogs cold or slightly frozen to be firm enough to peel thin. Air fry timing to get the strips crispy will vary so much. Hot dogs vary so much in how they are made. All meat or all beef hot dogs will cook crispier than budget friendly hot dogs which often have fillers in them.
Also, how thick you peel them will affect timing as well.
Peel the hot dogs into thin strips using a vegetable peeler or mandoline (if using a mandoline, be very careful and make sure to use cut resistant gloves.)
Place hot dog strips in a bowl or plate. Sprinkle the 1/2 teaspoon paprika and 1/2 teaspoon garlic powder evenly over the hot dog strips.
Lightly spray the strips with oil then stir the strips.
Add about 1/2 teaspoon of black pepper evenly over the hot dog strips and stir.
Lay the seasoned hot dog strips in a single layer in air fryer basket or air fryer rack.
Air fry at 380°F for 5 minutes. Check and turn the hot dog strips.
Continue for another 3-5 min (or longer to get the strips crispy. This depends on the type of hot dog and how thick it was cut).
